We are contacting you today regarding a recently passed Village ordinance prohibiting parking on some of the streets near Roxana High School and the impact it may have on student parking at Roxana High School.
On June 16, 2025, the Village of Roxana passed Ordinance #910 for residential parking for the following areas:
West side of Chaffer Avenue from East Tydeman Avenue to East Thomas Street
South side of East Thomas Avenue from Chaffer Avenue to Doerr Street
North side of East Thomas Avenue from Chaffer Avenue to Doerr Street
These designated areas will be for residential parking only during the hours of 7:00am - 3:00pm on school days when children are present. In the upcoming weeks, the Village Street Department will complete painting the curbs and installing needed signs in the designated areas. No vehicles, other than those with a residential parking permit, will be permitted to park in those specified areas during those specified times.
What this means for RHS students:
This ordinance means that RHS students must park in school-assigned parking areas and spaces and shall not be allowed to park on Village streets during the school day.
Where should RHS students park?
We will issue parking permits for RHS students to park on campus the first week of school.
How do students obtain parking permits to park on campus?
Parking permits are distributed to students within the first few days of school and the following procedures are followed, as outlined in the Student Handbook. There is no cost for a campus parking permit.
The Privilege of parking a vehicle on school campus is granted to Juniors (11) and Seniors (12) who comply with the following regulations:
A student must have earned the number of credits to be classified as a Junior or Senior at the start of the school year (August).
Parking spots are determined by the following criteria from the previous school year;
Unexcused absences: 10 hours or more unexcused absences exclude students from parking.
Discipline points: 10 or more discipline points excludes students from parking.
Class rank: Eligible students are listed from highest to lowest to determine order for parking spot distribution.
All fees for the previous year must be paid in full.
A parking permit application must be completed and returned signed by both the student and the parent/guardian.

Where do students park on the first few days, until parking permits are assigned?
RHS will have open parking on campus until parking permits are issued. Students may park in any student parking space until the permits are assigned.
Do you have enough parking spaces for all drivers?
There should be plenty of parking for students who meet the criteria to park on campus, as outlined in the handbook. Additional parking is being added this summer to ensure enough spaces are available for students.
What about sophomores who obtain their driver’s license during the school year?
Sophomores who have their license and wish to drive to school may request a parking permit from Mr. Miller once they have their license. Sophomore students will be considered for a parking permit after all seniors and juniors have had the opportunity to apply for a parking permit.
What if a student does not meet the criteria for a parking permit, as per the Student Handbook?
Students may file a parking appeal in order to obtain a parking permit. Any student who does not meet the parking criteria as outlined in the Student Handbook may obtain an appeal form from Mr. Dandurand and or Mr. Miller.
All appeals will be considered after seniors and juniors who have met the criteria as outlined in the Student Handbook have obtained their parking permits.
What if a student does park in an unauthorized area?
The Roxana Police Department and Roxana School District have a strong partnership and will work together to help students. For the first few days, students who are parked illegally will be called to the office to move their car. After a grace period, students who are parked illegally may be issued tickets.
How much of an impact will this have on students?
We do not believe the new ordinance will have a significant impact on our students. In recent years, there has been a low volume of students who have parked in what are now residential areas. We have ample parking available on campus and we are adding some additional parking behind the tennis courts. In addition, there are options for students who do not initially meet the requirements to park on campus as outlined in the Student Handbook.
Roxana High School is committed to working with our students, families, neighbors, and the Roxana Police Department, to ensure students have ample parking and abide by the new Village ordinance.
